Under Statutory Instrument 1995 No.738, the Duty Officer must ensure that a competent Helicopter Landing Officer (HLO) is appointed to take responsibility for the day to day management of the installation helideck and control of associated helicopter operations.
This Handbook is based on the Regulations and includes the basic information needed to prepare the HLO for learning his job on his particular installation to the requirements of the Offshore Installation Manager. It has been revised with the Health and Safety Executive, Offshore Safety Division (HSE OSD), Civil Aviation Authority, Safety Regulations Group (CAA) and UK Offshore Operators Association (UKOOA).
There is now an Industry Standard for the Helicopter Landing Officer’s Emergency role offshore in which this Handbook plays an important role.
